Biography

Julie Smart, Ph.D., CRC, LVRC, LPC, ABDA, ABPA, NCC joined the Rehabilitation Counseling faculty at USU in 1992, two years following the initiation of the master's Rehabilitation Counseling program at USU.   Dr. Smart received one of 10 post-doctoral fellowships from the National Institute on Disability and Rehabilitation Research (NIDRR) in order to replicate her doctoral dissertation.  A former college teacher of Spanish, she has published extensively on the rehabilitation of Hispanics and translated into Spanish 2 widely-used rehabilitation instruments, The Client Satisfaction with Rehabilitation Services Scale and The Acceptance of Disability Scale.  Dr. Smart (and co-authors) has received more than $15 million in federal grants (Rehabilitation Administration Services) which provide scholarships for USU master's students.  In 2001, Dr. Smart designed and implemented a General Education Social Science Breadth course entitled, ‚¬Å“Society and Disability‚¬ which may be taken by undergraduate USU students to a fulfil graduation requirement.  Two books written by Dr. Smart are used widely in the U.S., Canada, and the U.K.  These books are Disability, Society, and the Individual (published by PRO-ED) which is now in its 3rd edition and Disability Across the Developmental Lifespan (published by Springer).

Grants

Note:  The following 3 grants are federal training grants and provide full tuition scholarships in order to obtain a master's degree in Rehabilitation Counseling at USU.  The scholarships are ‚¬Å“repaid‚¬ by a specified period of employment in Rehabilitation Counseling, after graduation.

The Long Term Training Grant in Rehabilitation Counseling (2014-2019) provides full tuition scholarships for master's students in Rehabilitation Counseling. ($2 million, Smart and Oertle).

The Long Term Training Grant in Rehabilitation -Comprehensive System of Personnel Development, National (2010-2015) provides full tuition scholarships for master's degree to counselors employed in the State/Federal Rehabilitation agency. ($500,000, Smart and Schultz)

The Long Term Training Grant in Rehabilitation -Comprehensive System of Personnel Development, Regional (2010-2015) provides full tuition scholarships for counselors employed in the State/Federal Rehabilitation Agency. ($750,000, Smart and Schultz)
